To answer all 4 or 5 parts of the question: it is because the Burial at Sea 1 and 2 were both poorly written and the base game of Bioshock Infinite is a bit of a mess lore wise. Infinite’s premise invites trouble, and the more you analyze the plot the less it makes sense and the more excuses you have to conjure.
