The Commission’s current rules date back to the establishment of the Telecommunications Service Priority (TSP) System in 1988 and the creation of the Priority Access Service (PAS), more commonly referred to as Wireless WebNTIA made the request on behalf of the Office of Emergency Communications (OEC) of the Department of Homeland Security (DHS).
