Best way to avoid that is to have some GPU offload setup, which works with Intel chips with the QuickSync feature, or Discrete Nvidia GPUs right now. If I turn the hardware encoding on it will work for anything h264 but h265 just spins, plex shows it's transcoding but nothing happens and 1 CPU thread is maxed out. You can activate hardware acceleration in the settings for the Plex media server under Transcoder. When you do this Plex will use your graphics card instead for transcoding.
